This plenary will feature a panel of leaders across the various systems that touch opportunity youth in California – including Jason Bell, faculty lecturer and director of Project Rebound at San Francisco State University, Josh Fryday, chief service officer within the Office of Governor Gavin Newsom, and Abby Snay, deputy secretary for the future of work at California Labor & Workforce Development Agency – who will together lift up state level innovations aimed at improving outcomes for opportunity youth in California. These leaders will discuss accomplishments, challenges, and critical lessons from their work, including leveraging and braiding public and private funding to improve population level outcomes. After highlighting a broad range of approaches – which include California for All Youth Corps and other investments in creating meaningful and purposeful job opportunities for underserved and systems-involved youth; efforts like Project Rebound that address barriers that formerly incarcerated young people experience getting into the workforce by offering relentless persistent chances for reengagement; and state workforce development efforts such as programs for dislocated workers, pre-apprenticeships and apprenticeships, inclusive pathways into teaching and healthcare, and pathways for undocumented workers – these leaders will conclude by providing advice to communities seeking to implement similar statewide strategies back home.
